การใช้คาร์บอนเครดิตเพื่อวัตถุประสงค์ระหว่างประเทศ (Article 6 of the Paris Agreement)

ในโอกาสครบรอบ 90 ปีแห่งความสัมพันธ์ทางการทูต ราชอาณาจักรไทยและสมาพันธรัฐสวิสได้ออก แถลงการณ์ร่วม ว่าด้วยความร่วมมือด้านการเปลี่ยนแปลงสภาพภูมิอากาศ โดยต่างแสดงเจตนารมณ์ที่จะยกระดับการทำงานร่วมกัน ภายใต้ ข้อ 6 ของความตกลงปารีส เพื่อผลักดันการบรรลุ เป้าหมายการมีส่วนร่วมที่ประเทศกำหนด (NDC) ทั้งสองประเทศได้ลงนามแถลงการณ์ดังกล่าวเมื่อวันที่ 28 พฤษภาคม 2564 ต่อมา เมื่อวันที่ 24 มิถุนายน 2565 กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมของไทย และกระทรวงสิ่งแวดล้อม การขนส่ง พลังงาน และการสื่อสารของสวิส ได้ลงนามใน ข้อตกลงการดำเนินงานภายใต้ความตกลงปารีสระหว่างราชอาณาจักรไทยกับสมาพันธรัฐสวิสอย่างเป็นทางการ เพื่อเดินหน้าความร่วมมือ ตามกลไกข้อ 6.2 ของความตกลงปารีส ซึ่งเป็นกลไกความร่วมมือโดยสมัครใจในการถ่ายโอนผลการลดก๊าซเรือนกระจกระหว่างประเทศ (Internationally Transferred Mitigation Outcomes: ITMOs) ข้อตกลงนี้ไม่เพียงแต่ช่วยให้ประเทศไทยสามารถลดการปล่อยก๊าซเรือนกระจกได้มากขึ้น แต่ยังเปิดโอกาสให้ได้เรียนรู้แนวทางปฏิบัติระดับสากล เพื่อนำมาต่อยอดการดำเนินงานสู่เป้าหมาย NDC ของประเทศ อีกทั้งยังช่วยกระตุ้นให้ทุกภาคส่วนในสังคมตื่นตัวกับการลดการปล่อยก๊าซเรือนกระจก พร้อมทั้งสร้างช่องทางในการเข้าถึง เงินทุนระหว่างประเทศเพื่อการเปลี่ยนแปลงสภาพภูมิอากาศ โครงการนำร่องภายใต้ข้อตกลงนี้คือ Bangkok E-Buses Program หรือ SHIFT Program Activity: “Operation of e-buses on privately owned, scheduled public bus routes in the Bangkok Metropolitan area by Energy Absolute” ซึ่งมีเป้าหมายในการเปลี่ยนรถโดยสารสาธารณะของภาคเอกชนจากพลังงานเชื้อเพลิงฟอสซิลมาเป็นรถโดยสารไฟฟ้า (E-Bus) ที่สะอาดและทันสมัย ช่วยลดมลพิษทางอากาศ ลดฝุ่นละออง PM 2.5 และส่งเสริมการใช้พลังงานสะอาดแทนเชื้อเพลิงฟอสซิล ความร่วมมือนี้นับเป็น ก้าวแรกของโลก ที่เกิดการถ่ายโอน ITMOs ภายใต้กลไกข้อ 6.2 ของความตกลงปารีส และเป็นตัวอย่างที่สะท้อนถึงพลังแห่งความร่วมมือระหว่างประเทศ เพื่อก้าวไปสู่อนาคตที่ยั่งยืนร่วมกัน

On the occasion of the 90th anniversary of diplomatic relations, the Kingdom of Thailand and the Swiss Confederation issued a Joint Statement on cooperation in addressing climate change. Both countries expressed their shared commitment to enhance collaboration under Article 6 of the Paris Agreement in order to advance the achievement of their Nationally Determined Contributions (NDCs). The statement was signed on 28 May 2021. Subsequently, on 24 June 2022, Thailand’s Ministry of Natural Resources and Environment and Switzerland’s Federal Department of the Environment, Transport, Energy, and Communications formally signed the Implementing Agreement to the Paris Agreement between the Kingdom of Thailand and the Swiss Confederation. This agreement represents joint action under Article 6.2 of the Paris Agreement, enabling the voluntary international transfer of greenhouse gas mitigation outcomes (Internationally Transferred Mitigation Outcomes: ITMOs). This cooperation not only supports Thailand in reducing greenhouse gas emissions, but also provides opportunities to learn from international best practices, further strengthening Thailand’s progress towards its NDC targets. It also raises awareness and engagement across domestic sectors, while creating pathways for accessing international climate finance. The first initiative under this agreement is the Bangkok E-Buses Program, or SHIFT Program Activity: “Operation of e-buses on privately owned, scheduled public bus routes in the Bangkok Metropolitan area by Energy Absolute.” The program aims to replace conventional fossil-fuel buses with modern electric buses (E-Buses), helping to reduce PM 2.5 air pollution, cut reliance on fossil fuels, and promote clean energy use. This partnership marks the world’s first transfer of ITMOs under Article 6.2 of the Paris Agreement—a milestone that highlights the power of international cooperation in building a more sustainable future.
