การใช้คาร์บอนเครดิตเพื่อวัตถุประสงค์ระหว่างประเทศ (Article 6 of the Paris Agreement)

เมื่อวันที่ 19 สิงหาคม 2568 ราชอาณาจักรไทยและสาธารณรัฐสิงคโปร์ ร่วมลงนามในข้อตกลงการดำเนินงานภายใต้ข้อ 6 ของความตกลงปารีสระหว่างราชอาณาจักรไทยและสาธารณรัฐสิงคโปร์ โดยมีกรมการเปลี่ยนแปลงสภาพภูมิอากาศและสิ่งแวดล้อม กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมของไทย ร่วมกับกระทรวงการค้าและอุตสาหกรรม กระทรวงความยั่งยืนและสิ่งแวดล้อม และสำนักงานสิ่งแวดล้อมแห่งชาติของสิงคโปร์ เป็นหน่วยงานดำเนินการตามข้อตกลงดังกล่าว

ข้อตกลงนี้จัดทำขึ้นเพื่อเป็นกรอบความร่วมมือโดยสมัครใจ ภายใต้ข้อ 6.2 ของความตกลงปารีส สำหรับการถ่ายโอนผลการลดก๊าซเรือนกระจกระหว่างประเทศ (Internationally Transferred Mitigation Outcomes: ITMOs) โดยมีกระบวนการอนุญาตที่สอดคล้องกับหลักการ มาตรการ และนโยบายของทั้งสองประเทศ
สาระสำคัญของข้อตกลง ได้แก่

• การกำหนดให้ทั้งสองฝ่ายดำเนินงานตามหลักการที่ให้ความสำคัญร่วมกันภายใต้กรอบความตกลงปารีส
• การพัฒนาโครงการหรือกิจกรรมที่จะช่วยลดการปล่อยก๊าซเรือนกระจกจากแหล่งกำเนิด หรือเพิ่มแหล่งกักเก็บก๊าซเรือนกระจก
• การเปิดโอกาสให้ประเทศไทยเข้าถึงเทคโนโลยีและนวัตกรรมขั้นสูงที่ต้องการเงินลงทุนสูงสำหรับการลดการปล่อยก๊าซเรือนกระจก

ความร่วมมือนี้ไม่เพียงช่วยลดการปล่อยก๊าซเรือนกระจกเพิ่มเติมจากแผนงานปกติของประเทศเท่านั้น แต่ยังช่วยให้ไทยได้รับการถ่ายทอดเทคโนโลยีและนวัตกรรมที่สำคัญ และสามารถก้าวสู่การบรรลุเป้าหมายการมีส่วนร่วมที่ประเทศกำหนด (Nationally Determined Contribution: NDC) และการปล่อยก๊าซเรือนกระจกสุทธิเป็นศูนย์ (Net Zero) ได้รวดเร็วยิ่งขึ้น

On 19 August 2025, Thailand and  Singapore signed the Implementation Agreement Pursuant to Article 6 of the Paris Agreement between the Government of the Kingdom of Thailand and the Government of the Republic of Singapore. The agreement is jointly implemented by Thailand’s Department of Climate Change and Environment, Ministry of Natural Resources and Environment, together with Singapore’s Ministry of Trade and Industry, Ministry of Sustainability and the Environment, and the National Environment Agency.

This agreement establishes a voluntary framework for cooperation under Article 6.2 of the Paris Agreement for the international transfer of greenhouse gas mitigation outcomes (Internationally Transferred Mitigation Outcomes: ITMOs). It sets out authorization processes in line with the principles, measures, and policies of both countries. Key elements of the agreement include:

• Commitment by both parties to act in accordance with shared principles under the Paris Agreement.
• Development of projects or activities that help reduce greenhouse gas emissions at the source or enhance carbon sinks.
• Opportunities for Thailand to gain access to advanced technologies and innovations that require significant investment for emission reduction.

This cooperation not only contributes to additional emission reductions beyond Thailand’s existing national plans, but also enables the transfer of important technologies and innovations. It will strengthen Thailand’s capacity to achieve its Nationally Determined Contribution (NDC) and accelerate progress toward net-zero greenhouse gas emissions.

Thailand and Singapore Announce Preliminary Eligible List of Carbon Crediting Programmes and Methodologies under the Implementation Agreement pursuant to Article 6 of the Paris Agreement between the Government of the Republic of Singapore and the Government of the Kingdom of Thailand

ประเทศไทยและสิงคโปร์ประกาศรายการโปรแกรมคาร์บอนเครดิตและระเบียบวิธีที่ได้รับการรับรองให้ใช้ได้ภายใต้ข้อตกลงการดำเนินงานภายใต้ข้อ 6 ของความตกลงปารีสระหว่างรัฐบาลแห่งสาธารณรัฐสิงคโปร์กับรัฐบาลแห่งราชอาณาจักรไทย จำนวน 40 ระเบียบวิธี ในห้วงการประชุมรัฐภาคีกรอบอนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ สมัยที่ 30 (COP30) เมื่อวันที่ 17 พฤศจิกายน 2568 เพื่อให้ผู้พัฒนาโครงการสามารถใช้เป็นแนวทางพัฒนาโครงการสำหรับการถ่ายโอนผลการลดก๊าซเรือนกระจกระหว่างประเทศ (ITMOs) ภายใต้ข้อตกลงดังกล่าว ทั้งนี้ ทั้งสองฝ่ายมุ่งมั่นดำเนินงานร่วมกันอย่างใกล้ชิดเพื่อเปิดรับข้อเสนอโครงการครั้งแรกโดยเร็ว

During the 30th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP 30), held on 17 November 2025, the Governments of Thailand and Singapore announced progress under the Implementation Agreement pursuant to Article 6 of the Paris Agreement between the Government of the Republic of Singapore and the Government of the Kingdom of Thailand. Both countries jointly released a Preliminary Eligible List of Carbon Crediting Programmes and Methodologies to guide project developers in preparing mitigation activities for the international transfer of mitigation outcomes (ITMOs) under this Implementation Agreement. Both parties are committed to working closely together to launch the first round of project proposals as soon as possible.

The announcement includes 40 methodologies across four carbon crediting programmes, forming the initial set of methodologies in the preliminary eligible list under the Thailand–Singapore Implementation Agreement.
