Project participants and interested entities seeking authorisation for the international transfer of mitigation outcomes (carbon credits) under the Implementation Agreement pursuant to Article 6 of the Paris Agreement between the Government of the Kingdom of Thailand and the Government of the Republic of Singapore may proceed in accordance with the process outlined below.

This process sets out the requirements, procedures, and documentation necessary for obtaining approval from the Government of Thailand for participation in cooperative approaches under Article 6.2, including the transfer of internationally transferred mitigation outcomes (ITMOs) for authorised purposes.

There are 3 stages to generate Internationally Transferrable Mitigation Outcomes (ITMOs) under the Singapore-Thailand Implementation Agreement (IA).

 

Stage A – Submission of Proposed Mitigation Activity

The project applicant submits the completed Singapore-Thailand Mitigation Activity Note of Intent (in English) to the Parties.

 

If the Mitigation Activity Note of Intent is accepted, the Parties will forward to the project applicant the Letter of Support (LoS) and the Feedback to the Mitigation Note of Intent from Singapore and Thailand respectively. The letter may specify the conditions that the project applicant should meet in designing the proposed mitigation activity.

 

If the Mitigation Activity Note of Intent is not accepted, the project applicant will be informed, along with any reasons for the non-acceptance (if relevant).

 

The LoS and Feedback to the Mitigation Note of Intent will have a validity period of 2 years. Should the Authorisation Application Form not be submitted during the validity period of the Letters, the Project Applicant would be required to reapply at Stage A of the application process.

2. Certification of Business Incorporate / Registration

3. Notice of Assessment for Corporate Tax

4. Agreement demonstrating rights to mitigation outcomes

5. Evidence of legal status and authorisation to undertake project-related activities in Thailand

 

Singapore and Thailand may request for the submission of other relevant documents not listed above.

 

Stage B – Authorisation of Proposed Mitigation Activity

 

The project applicant submits the completed Singapore-Thailand Authorisation Application Form (in English) to the Parties.

 

If the Request for Authorisation is accepted by both countries, the Parties will:

  • Forward to the project applicant the Letters of Authorisation issued by Singapore and Thailand respectively
  • Enter the mitigation activity into the database of authorised mitigation activities; and

 

The project applicant may then proceed with the registration of the mitigation activity with the carbon crediting programme specified in the Letters of Authorisation and inform the Parties of the successful registration. The project applicant may then proceed with the implementation of the project.

 

If the proposed mitigation activity is not authorised, the project applicant will be informed, along with any reasons for the non-acceptance (if relevant).

2. Project design document in accordance with requirements of the carbon crediting programme

3. Sustainable Development and Safeguards Assessment Report (SDSAR) or PACM-SD Tool Report

4. Validation Report in accordance with the requirements of the carbon crediting programme

5. [If Relevant] Offer to the Singapore Government for purchase of ITMOs authorised under this Implementation Agreement arising from this mitigation activity

 

Singapore and Thailand may request for the submission of other relevant documents not listed above.

 

Stage C – ITMOs Issuance Authorisation

 

The Project Participant submits the completed Singapore-Thailand’s ITMO Issuance and Transfer Application Form (in English) to the Parties.

 

If the ITMO Issuance and Transfer Application Form is accepted by both countries, Thailand will issue and forward to the project participant the Letter of Positive Examination.

 

If the proposed ITMO issuance is not authorised, the project participant will be informed, along with any reasons for the non-acceptance (if relevant).

2. Proof of Issuance from Carbon Crediting Programme with Accompanying Verification Report

3. Monitoring Report

4. Sustainable Development and Safeguards Assessment Report (SDSAR) or PACM-SD Tool Report

 

Upon the transfer of ITMO to an Eligible Entity, the project applicant submits the Submission Form for Recording of First Transfer of ITMOs under Article 6 of Paris Agreement (found in the Letter of Positive Examination) and proof of transfer to Thailand.

 

Singapore and Thailand may request for the submission of other relevant documents not listed above.
